This is one of a set of five stamps depicting children's songs. This one, "The frog Has One Mouth," seems to be a counting song: a frog has one mouth, two eyes, and four legs; two frogs have two mouths, four eyes, and eight legs; etc.

This stamp, one in a set of four illustrating fables, depicts the tale called the "Frog in a Well." The frog, who had lived in the well his whole life, believed it was the best place in the world. He brags. And thus ensues a lesson about the wide world outside--in some versions from birds and in others (as depicted here) from a sea turtle. There are several animated versions of the story on Youtube, but this one, made entirely out of Lego, is my favorite. A tune called "Frog in a Well" was also, apparently, popular around the time of the American Civil War and may (or may not) be associated with the 20th Maine. There are other lyrics as well.
