The logo in the upper right corner is from Expo '75, a World's Fair held in Okinawa Japan from July 20, 1975, to January 18, 1976. The theme was oceans (or "the sea we would like to see"), and it was held, at least in part, to commemorate the 1972 handover of Okinawa from the US to Japan. Pictures here show the Aquapolis, a kind of floating city, and other scenes from the Fair. There are some good publicity photos here as well.
The Otton Frog is native to Japan, and the set--which also contains a stamp depicting a Ryukyu Box Turtle--is titled "Animals of the Ryukyu Islands."
And now for a little political geography. The Republic of Madagascar was called the Republic of Malagasy. According to Wikipedia, purveyor of all knowledge, the Malagasy word for the Island is Madagasikara, and the first use of Madagascar was by Europeans in the Middle Ages.
